I am going to develop an Application to
I'll give a list of phone number to my software and it will (process and Calls ) every number to find is it available or the number is not in use  !!

Whether i had to develop the application in C# or any framework or any software  is available .
I tried in the Google but I cant find the exact Idea to Kick-start the project.

Because I am in a Beginners stage about this project , so suggest your opinions

and what is the point of this application? you plan to write up the whole phonebook?

Well, if you are trying to check the validity of cell phones you could send text messages through an email server and check the delivery status from there. All cell phones use the email style syntax with a number then the carrier. (ex. <number>@airtelap.com, for Airtel in India). Note, I think this may be illegal in someway or another. May want to research that.

Wrong. Providers do, not cell phone themselves.
And it does not work everywhere and with every provider.

Yeah, I could never get it to work with Sprint.

All cellphones do, the provider will simply have a different address. It should work with Sprint as well, try sending a text to your email from a Sprint phone and it will give you the address.
