Found on HaD. Break into comm systems of traffic lights. I am assuming US only, but hardware like this is probably used everywhere since it's a niche market.

I don't really pay any attention to traffic lights when I drive :P. This could come in handy if I move abroad but still has the potential for abuse.

There is a problem with this; it's what emergency vehicles use to change the lights to keep traffic moving so that they can get where they need to. Using this has a good possibility of causing a conflict such that emergency vehicles needing to use it won't be able to. I stress awareness, caution & careful forethought.
