First, please format your posts properly.

Second, you're wrong by that statement. How this service is working, is by the aircrafts having an ADS-B transponder installed. This transponder sends out a signal, which flightrader24's server catches and displays in their services. The thing is though, that the technology behind the ADS-B transponder is relatively new, meaning that, roughly, 65% of all commercial flights are covered. This, on the other hand, means that there's 35% of the commercial flights you do not see.

Also Flight Radar is a fairly known website and the most famous android flight tracking app.
But that's none of my business

How?  Is your company responsible to receive transpoder signal and transfer it to their servrs?

Well first you need something that can receive ADS-B information, I luckily have such a miraculous device. THen you go here: http://www.flightradar24.com/software (http://www.flightradar24.com/software)

And download their software and set it up. Once you share enough info you get a free upgrade to their premium software :D

Also, lol company. It runs in my bedroom.

You could run your own ATC.

Pilot: "Tower, this is Charlie Papa Bravo, are we cleared for landing?"
HTH: "Yo, HTH here. You're cleared for landing on runway 11, just try to avoid my SUV."

what kind of device is this?

A transponder is a device installed in air crafts, which sends out a signal with information about the air craft. This information helps the ATC to identify the air craft and it's also what it's using to keep track on the air craft while it's in their control zone and TMA.

The collision avoidance systems in other air crafts also use this, to make sure you're not colliding with other air crafts.

AKA a 20$ RTL-SDR Dongle :D (if you're asking what I use)

I've always wondered if the collision avoidance system would function off of only ads-b information...

As far as I know, the Traffic collision avoidance system is dependant on the transponder (these days, it has to be a mode-s transponder). They've become pretty advanced though, since they current standard tells the pilots wether to climb or decent, since the two TCAS systems speak together and coordinate their instructions.

Even though systems such as winsheer protection and GPWS are taken more seriously.

It would probably function but be impractical without the use of ACARS I imagine. I could be wrong but receiving 10% of data is much like receiving none at all.

Collision avoidance requires more than just positioning, it requires trajectory and distance/elevation data that only ACARS can provide. And you can't simply buy the hardware for this. Its regulated by federal laws.
