I am moving to Germany and I want to know what and how I can download since it is illegal there?
Can I use Usenet?
Can I download from my own server, if someone else uploaded files there?
Which traffic do they track?

I don't think anyone would actually look for "you".
You should be safe unless if you were to become a distributor. In your case if you are paranoid you could torrent all your data via a VPN just to mask what you are doing. But I really don't think that it is necessary.

There are many cases known of this happening, I personally know someone who had the same thing.
If you encrypt the traffic and do it p2p you should be good, I would suggest you setup a simle SSH/SSHFS server at home but anything from ftp/ftps/sftp to https will do.
