it is definitely -4
Reason , since the power is not outside the bracket the negative sign is not squared therefore the answer is -4.
if it was like this, (-2)^2 then the answer would have 4

Another definition, since A^2 = A*A then (-2^2) is like (-2*-2) = 4 .

-2^2 is 4. With or without brackets. Negation has preference over exponential. If it was -(2^2) it would be -4. That's all, and I am kinda surprised.

Your order of precedence is not the one used in mathematics. Some programming languages and programs may have an unary minus that has a higher precedence than exponentiation, but that is not something a mathematician would do.
