Network problem
Check that the address is spelled correctly, or try searching for the site.

Maybe it blocks specific IP ranges or something?

That's what I'm thinking. Although, it seems odd for an index site to do ip filtering.

I managed to get access from a Ukrainian IP. Loads of books and most of them about Linux
