Exactly, I don't know whether it is a hardware problem or a windows problem so I am describing how it goes:
Many times when I start my pc, it shows the start screen for about 10 - 12 seconds and whenever it shown the start screen for 10-12 seconds, the cd-drive is gone, I mean it is not shown it the Computer window and whenever it doesn't start like this, it shows cd-drive like it should show.
My computer specifications:
Its a Lenovo B300 IdeaCenter with
Windows 7 Home Basic
Processor: Pentium(R) Dual Core CPU E5800 @ 3.20GHz

dont get what you mean by start screen but,
I think your cd(or DVD) drive is having problem connecting to your motherboard.
heres what you should do,
reinstall the DVD driver, if not solved,
reconnect all the wires connected to your DVD rom and motherboard (clean it while you do this), if not solved.
plug the DVD rom to another pc to see if it works ok or not.
if it doesnt work on other pc, you know what to do.
if it does you should do some OS restore or something. but if still not solved,
you should setup windows 7( You probably wont have to do this)

I meant if you have a dell pc, then if you start your pc, it shows Dell on a black screen and in the bottom it shows something like F8 for boot menu, F12 for ...

Seems like a BIOS problem. Try updating your BIOS and check it's settings.

It can also be a problem with your PSU or data cable itself. test with known good cables and a known good PSU. also check the voltage's in the cable itself. I dont remember all of them off the top of my head but a quick google search on your PSU should get you the necessary voltages that the PSU should be putting out on the connector.

was it visible in the past and this problem has just arose?
try checking if you have the proper drivers installed.
check if the drive's cables are connected properly. clean them while you're at it.
and is the drive compatible with the system you own? can you tell me what drive you have?
