A few problems with your OC
1- 1.5 V is WAY to high, max safe voltage on Haswell is 1.3
2- Your cooler- The hyper 212 is without a doubt the best cooler in it's price range. That being said it is great for low end OCing ie: 4.0-4.2
anything higher you will need to invest in something else.
3- Haswell uses a crappy TIM (thermal interface compound) in between the CPU die and the heatspreader (the metal part of the CPU that is visible)most other CPUs are soldered. This means Haswell and Ivybridge CPUs don't dissipate heat very well. In other words they run HOT!!!!
Even with a high end custom WC loop you will hit a heat wall- the amount of voltage needed for the OC will be too much for any cooler to handle.
With the Hyper 212 you want to aim for 4.1-4.2 Its a healthy OC
1- Download these 2 programs - Prime 95 - HWmonitor
2-Enter BIOS set your current OC back to default
3-Turn multicore enhancement to manual
4-CPU core ratio to sync
5-Multiplier to 40
6-leave voltage at default
7-boot into OS run HWmonitor keep an eye on temps 105c is max temp for your CPU try to keep it around 70c
8-run Prime95 for an hour- you will reach approximate max temp at about 15-20 min if it gets to hot shut P95 down,you cant just X out it will continue running you need to right click on icon in system tray and click stop. This program maxes your CPU far more than any day to day program. If your PC crashes during test your OC is unstable.
9-If it passes turn the multiplier up to 41 test again, if passes multi to 42- when it fails and PC crashes leave the multi where its at and increase the voltage by 0.05 keep adding voltage in .05 increments until you can pass an hour of P95
10- You can push it by upping the multi 1 at a time and the voltage .05 at a time and remember try to keep temps around 70c and voltage below 1.3.
As far as you not noticing a difference an OC wont make your OS boot faster or applications open quicker that depends if your OS is installed on an SSD or HDD but you will notice a difference when running programs and games. If you need any more help let me know.
