No. Unless they log into your skype or something with a RAT or something. The most anyone could do is take screenshots.
But, I myself have written things to take screenshots from webcams, so it is completely possable for a virus or something to overtake your webcam. The catch is, your webcam has a hardware LED indicating when it is active, so unless you ignore your webcam and it's light status, your okay. I doubt there is any kind of virus that will install a driver overtop of the current to get around hardware stuff.
But to answer your completely stupid question, No, nothing can happen if they only know your email credentials. Although, if someone does know your email login, change it, they can bypass security questions and shit dumb fuck.
