in that case, lets say my PC has a computer case with an extra large ventilator on top, its not the orginal PC case, but the all ventilators are running on the PC SMPS so setting them highest settings (is possible in this case) then would that be the problem?

Is it possible that your hardware is trying to use more energy than your power supply outputs? What is the output of your ps?

Why don't you try to remove all connection of extra fans.
and don't forgot to check RAM.
 
and next time when you purches SMPS, make sure to check voltage. if you are using cpu case having exta fan then purches SMPS of higher voltage.

probelm solved, luffy was kinda right with smps thing,

I had to many Usb stuff connect to my computer,
also I have my TV, PS3, PS2, A powerfull lamp, another lamp, Guitar amplifier and computer on one power outlet, so I all drained allot of power, and my grahpic card didn't like that fact

by the way, you are lucky. it could have damage your motherboard if you had kept that track on.
