Do you guys think its possible to make the black hat phone from watch dogs?

So me and my friend have been talking about this for a while and we both think its possible, it would just take allot of time!

But if you guys had to try and remake the black hat phone from the game watch dogs where would you start ?
How many people would you need ?
How long do you think it would take ?

If you don't know, this phone is capable of shutting down the city's electricity with the press of a button and yes it does take some time to load, it can also hack into almost every single device and get information on any one just by using a picture of them, It can also get into any security camera.

This thing is connected to the major computer that controls most of the city.

It is possible to some extent, though the phone in that game is typical hollywood mishmash. At very best the phone could only be an interface to a cluster of super computers that do facial recognition and stuff. Hacking any device? nope. However it's possible to listen on the conversations even now. There are gadgets for that, however not for everyone to buy.

To summarize: no, it's not really possible to make a phone that does stuff like in Watchdogs.

"They" make phones for "penetration testing" however it tends to be minor stuff like wifi and blue tooth hacks. It usually comes down to processing power or the lack there of. If you look hard enough Android has some interesting downloads.

Yeah, there are 'mobile' devices that can pwn stuff. But pwn in the scope of reality. Wifi networks, MitM attacks, hell, brute force/rainbow/wordlist {automated}SQL injections or XSS and shit with it, but I doubt you could make an ARM bases processor do that eh?
