IC Programming

so, i had been searching topic for IC programming and find nothing.
so for whoever know how to programming an IC could you please share your knowledge here?
i would appreciate if u can give me step by step instruction like:
  • what hardware i need?
  • what software i need?
  • what language i should use?
  • or what ebook i should read and where to get it? ;D ;D ;D ;D ;D

Note: i post here cause its my current project is to learn how to programming an IC (sorry if i post at wrong place)

I strongly recommend the PIC line of microcontrollers. Its what i used to Learn before arduino a blew up. You'll need a few PIC mi Microcontrollers and a programmer and you will use the language C.

Yo can get started for like 40$. I cant really recommend a book as its more of a hands on learning thing, im sure someone will chime in though.

thanks, now i get circuit wizard and PICPgm as software, if there is something better please inform me :)
