Well guess what? I live in a residence where the Internet is even worse... >:( I guess I will have to buy a usb thingy that connects me through a mobile carrier to the internet and pay muuuuch more than I am already paying!About the uni sniffing us,let me tell you Italians could not care less about piracy,even the uni has some software "bought" the "italian way."I am from Naples so believe it does not get much worse...
Find a friend who has it and try it out. It may be even slower than your current internet. Mobile speed isn't bad but the latency is.

search  for  the  gateway or  one  of the  DNS  , than use some  scanning tool and provide us  some intel , usualy gateway's limit the bandwide , but lately i have seen dns servers dooing it and ,it  might  be  your autentification  server  as  welll
