Which Version?

Guys, I have Ubuntu 12.10, Mint 13 Maya(LTS upto 2017). When I installed and used Ubuntu, I had many issues but when I used Mint(I am using that right now), I also found that newer versions are also available. I have seen that stable versions are very old and I want an distro which is modern. So should I download The latest version or the stable one for any OS? I am asking generally for Linux as I am gonna make it my primary OS.

Depends on whether you value user-friendliness and stability over bleeding edge and being ready to patch up if needed.

I don't really think it matters that much when using a distro with a higher level of abstraction like Ubuntu or Mint. In fact, if you fall into the latter category, it'd be better for you to switch to a more minimalist distro.

Go for a rolling release distro, that way your never outdated.
Join the arch club :P
They do break a lot,  that the price for bleeding edge/rolling release.
