Having problems with my new build

not really getting any feedback on toms hardware maybe someone on here can help

My Build
Motherboard: GA-990FXA-UD3 rev3.0
CPU: AMD FX6350
RAM: Crucial Ballistix Sport (4gbx2) 8gb DDR3
GPU:EVGA NVIDIA 610 (2gb)DDR3
PSU: Corsair TX650

I just updated the BIOS to latest version, i have 4 hard drives, only one is plugged in because i just want to install the OS right now, the other drives are my data drives, When i try to install the OS(windows 7 home premium) its starts up to the partitioning tool and then the screen turns black and then loops back to the BIOS,
a couple times i have gotten farther than that and actually got to the installling on the drive , but then it freezes, or loops. I thought it was the BIOS being out of data, I updated it and that didn't fix anything , reseated the ram a couple times in each DIMM, right now i have them in slot 1 and 2, i reseated the video card, the only thing i haven't done is test the PSU, i haven't ran memtest86, nor have i tested the hard drives, could it be something with windows and uefi, do i need to format the drive to a certain file type instead of NTFS, or what should i do ?? please help i spent alot of money so far and I'm really stressed out that isn't working.

I also tried starting mini windows and a live linux distro , and they both hang

not being mean but seriously coming here and saying "i know it might be psu/ram but havent tested" is retarded. because guess what i would say your first two things to check is? ram and PSU. Aside from that the only other options are a bad mobo(ie bad connectors to ram, capacitor issue etc which isnt very likely). or some sort of crazy HD issue, which if you have 4 other HDs is an easy enough test. go get a voltmeter and check your voltages after that let a mem tester run for a day. one pass is NEVER enough(unless it catches something in that first pass).

Have you tried another iso or OS , does the same thing happen?

i agree with what Darkvision said and didn't ram need to be in slots 1,3 when there are four slots?Also some Hdds need you to load the driver first or else you encouter problems in installation(or something like that i can't recall exactly) try installing on different hdd since you have four of them and it hapenned to me once maybe the installation files are corrupted try downloading the windows image again and write it to dvd/usb whatever you prefer

firstly you can install ram in 1 4 if you felt like it, but because of software it still works best as 1 2. The hard drive issue your talking about is actually a pata driver issue, newer mobo's dont come with peta drivers installed. but if he was having that issue he would either A never get to install screen or B(and more likely) get to fully install then have the computer tell him he didnt have a hard drive. since its failing during install you can automatically rule out any issues he is having because of a pata driver issue with his mobo.

no problem, trust me the only reason i found out the peta issue was because i ran into it head first. its annoying as hell too :/ you still include slots for old peta devices but not drivers? i mean really thats just retarded. but yeah as far as i know it wouldnt fail in the middle of install just because its a peta HD, the issues would show up before or after it. doesnt mean its not some other HD issue just that for what he is describing as his problem that isnt a possible solution

All fixed , The Problem was that my motherboard did not recognize the type of RAM, i went out and bought an 8gb Corsair ddr3 2133, and it works fine now
