Copying the SAM File Without Using another OS

Could any one tell me how to access the SAM File in Windows 8 without running another OS and it should be possible for a limited user to do this? A reply would be deeply appreciated.

You wont be able to do this from a limited user for obvious reasons, not without doing some sort of privilege escalation at least. And I am pretty sure you will need to get SYSTEM access, as in kernel level administrator access, not the user "administrator" or a user in the "administrators" group to read the SAM file.

Well you can create a snapshot of the drive while running live.
From there you can access the SAM file.
Its called volume shadow copy, if you look that up you might get somewhere.
