There is no way you can tell 100% sure that they don't keep logs.
Why not configure the VPN yourself?

You'll have full speed and self control.

like bluedog said, you're better off creating your own. then you have full control of what's going on and no need to really on trust, less risk.

He is looking for a VPN that does not keep logs. HMA keeps logs.
I always heard good things about Private Internet Access if you want to check that out, OP. Apparently they're fairly trustworthy and reliable. $39.95 per year is dirt cheap too, that works out to be approximately $3.33 per month.

Weird, I was just about to say the same thing:

HMA if you want to get one for cheap

If you want a cheap one that isn't known to snitch then Private Internet Access is probably for you. $3 per month. Pretty fast but I wouldn't trust it to not keep logs given its price and the fact that it's a US based company.

In any case it's impossible (as far as I know anyway) to tell if a VPN is logging without actually auditing their systems.

Any VPN doesn't keep you 100% anonymous. On third-party service you are never sure if no logs are stored and how closely they cooperate with law enforcement.
Even if you set up VPN on your private VPS server it's still possible to track you via billing for server/hosting service (this is also relevant for paid VPN services).
Personally, i know lot of cases how hackers were caught despite using tor+vpn and such. Though, that is more relevant for money theft and fraud in financial sector, so you'll be barely tracked because of some website deface.

Getting caught by payment is a thing but here's a way to keep yourself anonymous when you make payment: Bitcoin.

HMA, i dont trust HMA i heard they keep logs.

VPS, you buy VPS, VPS is located in a Data Center, Datacenter keeps logs, You get caught.

So a paid service which have their own datacenter, accepting payement with bitcoin, satisfactorily claims doesn't keep logs, Located in a country or state that does not have legal obligation to keep logs would be the best option, i think.

Bitc is always the way to go
Not many hosting accept it and just using bitcoin is not a silver bullet (relevant links)

If you havn't read info from links:

Q. What could be the countermeasures?
A. Refreshing the entry nodes after every transaction (assuming that a new connections are chosen at random) should prevent the attack. The attack would also not work if many users share a proxy. However if such proxy is publicly known the attacker can force Bitcoin servers to ban its address.
