Dynamic IP

Do computers with dynamic ip be tracked down, this question arised when i started learning about ip's and if it can be tracked, then how?
The ip changes everytime i connect to internet...so how can anyone track me down?

They can't exactly. The IP changes in a range that the ISP is allowed to issue, so IMO it could be tracked to your ISP. I'm not sure about any of this, but it sounds logical :P

Read about DHCP protocol and you will understand how routers assign IP's to devices. The router has a list of IP's, the router will give a certain device a specific IP every time it connects, you can also ask for a new IP from the router using command lines. This is simply how DHCP protocol works.

In addition, when you get an IP address from the router, this is called internal IP address, the IP of the router is called external IP address, and this IP (the external one) is the one that is displayed to the outside world when you browse the internet. This simply how they bust your ass :D

Dynamic IP? It sounds like you're referring your home setup. Am I right? Your ISP buys a bunch of public addresses from IANA which it assigns to its users. Your ISP may assign you a public IP which gets NAT'd by your router. Hence, your external address.

On the other hand your ISP may not have enough public IPs to assign to all its users (per cost or availability) and will subnet its users IPs. They may even break up the subsets by whatever logic they come up with. For example, area, zip, street, etc. so you may have 1 or 2 hops before your traffic reaches the first root server.

Sorry for diverting from the topic, but i have a question:
Is it necessary to ask for a static ip addr only from my isp or is their any other service(either free or on charge)?

You need to ask for it from your isp.
Don't know how common this is, but where i live bigger isp companies provides static ip addresses only for business customers.
Maybe dynamic dns service would serve your needs. That you can find for free also.

IIRC there was a vulnerability in Java that allowed for sites to snoop your internal IP but i think it was fixed. That would provide more than enough info to track your activity down.
If you can't explain it to a 6 year old, you don't understand it yourself.

recently in australia laws attempted to pass for ISPs to keep all logs for two years. People didn't like it.

It depends on how cool the ISP is.

If dealing with some nobody on the internet a dynamic IP once changed shouldn't be traceable except to find some location data. If dealing with the government your ISP knows what IP you have had, when and what you did while having it. This is where VPNs come in. when you use a VPN you only have connections to the VPN that then retrieves the data for you. Again, this only works well if your VPN is a bro and won't sell you out like some do.

You know how your phone company may have an old bill or information about your account for years? Same thing with your ISP assigned IP address(es). VPN as mentioned above is good way to hide your IP from websites.
