R7 250 GPU

Sooo, I installed all drivers from my CD and games work fine, at least it seems so, but text under icons is blurry. That's my first problem. The second one is that even though it's set to be 1366x768 , the icons are way too big for that resolution. I checked on win7 view > small icons (it's set). And I don't get it at all. It's hard for my eyes.

You can set icon sizes irrespective of the resolution in Windows 7. Press ctrl+mouse wheel down to change the sizes

Yes, but that font is same for browsers as well. It looks like it's distorded

Try messing with the DPI settings and font smoothing.
Also update drivers.
Sometimes too high a refresh rate can also screw with monitors.

Refresh rate is set to 60hz. And I did tried out DPI settings and it only got worst. I mean, it is better to see text, but it's way too zoomed on 125% . Drivers are updated.

1366x768 is higest resolution here. And any other is even worst. With this one, let's say that I see desktop icons well, but there is some stupid feeling while browsing. Look:

Try opening the Cleartype application and adjusting text from there. start>search>cleartype

I managed to change screen resolution to 1366x768 but font is still blurry for browsers, both Chrome and Firefox. But on desktop text is just fine.

EDIT: I managed to restore all as it was thanks to system restore .

EDIT: I managed to restore all as it was thanks to system restore .
As I said, blurry text can be fixed with the ClearType tool. Thus the name. And it's built in.
