Ok, so how is this different from a Linux Live CD?

Im not so sure, but I think the difference is that most distros let you go right to the net like in mac or windows, and this one kinda forces you to go thru tor network.
Hacking is like sex. You get in, you get out, and hope that you didn't leave something that can be traced back to you.
