If you had used Google, you would have found that "SSBB" is short for Super Smash Brother's Brawl, and the FC is short for "friend code". The numbers are obviously the friend code, I am assuming that this makes it so that you can connect with other players that you are friends with online.

looks like hex based but SSBB is out of it more info about it if you really want help

This is not hex at all. Most likely it's what thelimist said, and definitely not hex.
