Do you want to change IMEI because it's a stolen phone or because it's an illegal Chinese model?
Governments at some countries have a process in place to change IMEI of counterfeit phones to a legal one for some minimal fees.
I don't think a free software can give you a proper IMEI as lots (as in batches) of those numbers are reserved for manufacturers.

Its a stolen phone wich sell my mobile provider.I can make calls from phone wich mean its not blacklisted.If is blacklisted its should be blocked in that network,i think that is how things works,didnt shure for 100%.Still i am afraid they can track me if i continue to use it,dont know is theft reported to police,provider or maybe that person already have a new phone
And proper software can give you any IMEI you want,manufactures cant do nothing against that.You change IMEI and its like you have a new phone.
