Its not that you have checked in to your SMPS.
some times it happens that SMPS can't provide full voltege to motherboard.
and i am saying that remove your pc ram and try other one.
so try to change SMPS and RAM.
if problem will not be solved by that (and if you checked cables currectly) then i bet you that you have to change your MOTHERBOARD.
So hurry up and do as i say before it effect your motherboard.
