Evilzone has a nice ebook library, I used to browse the section quite frequently. But the point is even if I download the latest ebooks, I never find the time to read. I've hundreds of ebooks (mainly technical) that I want to finish but never really get there.
Reading books is one thing, but in my opinion the best way to test that your knowledge on a particular topic is to create something practical and share it with the community. The feedback whether it's positive / negative criticism, new ideas, suggestions, etc. is something that a book will never teach you.
I actually like the step taken by Evilzone in limiting the ebook section based on post count but I think more steps should be taken to actually make this community evolve.
For example, there could be a dedicated group on irc consisting of people who want to learn some specific topic. I've always wanted to learn more about shellcoding and some of the more advanced exploit development techniques and I think as a group it's easier to learn than on your own watching videos or reading books. Also there's a sense of competition, something that is good in my opinion and accelerates the drive to learn.
I'm still new to this community, so I hardly know what goes on outside this forum. Feel free to enlighten me if such stuff do exist.
Thanks
